According to the definition of the European Union the term CION stands for The European Commission. It is made up of 20 Commissioners nominated by the Member States which both initiates proposals for EU legislation and executes EU policies and actions.
CIONis the "beef" of the "democratic" EU.
I haven't been aware of that term before. I came across it when I did a research on the CIA secret prisons that were authorized with full knowledge of the cause and in writing by the EU.

In the summary of the paper, called "New Transatlantic Agenda", the joint meeting of the Council of Ministers of Justice and Internal Affairs of the European Union and representatives of the US Department of Justice you can find that remark presentation by "CION":

The Commission referred to the July GAC Conclusions which had called for the identification of specific actions to assist third countries in implementing their commitments under UNSCR 1373, and the identification of a small number of countries where pilot projects could be launched. As to the latter, missions to Indonesia and the Philippines had been carried out and a mission to Pakistan would soon take place. Preliminary results of the two completed missions pointed to EU assistance in areas such as support to combat financing of terrorism, strengthening law enforcement capacities and the development of integrated border management policies. Commission reconfirmed its resolve to work closely with the UN’s CTC and mentioned in this respect the planned special meeting on 7 March between the CTC and regional organisations. As to possible cooperation with US, Commission mentioned that contact points had already been exchanged in a recent COTER/US Troika meeting and that in Commission’s view there was scope for coordination to avoid overlapping.
US side suggested that the forthcoming EU mission to Pakistan might wish to contact the US Embassy in order to ensure adequate coordination of efforts.

The European Commission (formally the Commission of the European Communities) is the executive body of the European Union. Alongside the European Parliament and the Council of the European Union, it is one of the three main institutions governing the Union.
Its main role is to propose and implement legislation - ragarded as the "beef" for governing a society - and to act as guardian of the treaties which provide the legal basis for the EU.
The Commission consists of 27 Commissioners (see the similarity to "Commissars" in the vanished Soviet Republic), one from each member state of the EU supported by an administrative body of about 23,000 European civil servants.
At the time being the budget for the EU reads about EUR 114 Bill. (appr. US$ 150 Bill.) from which goes into the internal administration more than 60%. More than EUR 70 Bill. only for maintaining this collossus! A selfserving apparatus.
But back on the structure: The term "the Commission" is generally used to refer both to the administrative body in its entirety, and to the team of Commissioners who lead it.
Unlike the Council of the European Union, the Commission is intended to be a body independent of member states. Commissioners are therefore not permitted to take instructions from the government of the country that appointed them, but are supposed to represent the interests of the citizens of the EU as a whole.
Perhaps that's why they have been labeled as CION - a term, nobody really is aware of. Although the name should be quite familiar to us! Known as the Protocols of the Elders of Zion. Almost immediately labeled as a "fraudulent text", they first came to public notice in a 1903 Russian newspaper, and have been subsequently republished. Although it is often stated differently, numerous independent investigations have never proved it to be "plagiarism and a hoax". It is by far not clear whether "Jews" were the genuine authors - as it could be very likely that the "Protocols" were designed especially to smear "Jews" on the whole. As I have stated often - the "normal Jews" have been misled the same way by their so called "leaders" as most of the other "normal people" were cheated likewise.
And besides, it's all the same whether they are regarded as "fraudulent" - as it is all the same who might have been the real author. As those writings reflect exactly what has been happenening in our world since about 100 years...
