911 Transmission Log Reveals EMS Personnel
Dispatched 3 Min. Before Police Arrival on Scene
When three unidentified armed intruders wearing body armor marched up my driveway during the evening of August 15, 2006, they were first met by my wife, Helje, who has an excellent memory and keen sense of analysis.
One of the first things she noticed and wondered about was the unexplained presence of two emergency medical services (EMS) vehicles, an ambulance and a fire truck, that were on the scene, less than 100 feet from the scene on our driveway, while we were simply asking these three unidentified armed men who they were and what they wanted.
When we met the Chief of Police Clint Herdegen and Village Manager James Norris on August 17, Helje asked Chief Herdegen why there had been an ambulance on the scene of a non-emergency 911 call about a suspicious vehicle.
Herdegen said that the paramedics are called when somebody has been TASERed.
Helje then asked why the ambulance had been there before I had been TASERed. Herdegen was unable to provide an answer.
Who sends out an ambulance and an EMS-equipped fire truck for a suspicious vehicle call?
A few weeks ago I called the fire chief to get some answers about why the ambulance had been on the scene of a non-emergency 911 call and why the paramedics had not examined me after I had been assaulted and TASERed in front of their own eyes. The police policy is that when a person is TASERed, the paramedics must examine that person as soon as possible.
One of the deputy chiefs, a local who graduated from the same high school I attended, returned my call and tried to answer my questions. He told me that the ambulance had probably responded because there had been an "open 911 call." I asked him what that meant and he said it was when somebody calls 911 from an address but is unable to say anything.
I told the deputy chief that that certainly did not happen in this case. We did not even call 911 from the house and don't even have a line from the house. An "open 911 call" was out of the question. He told me that he would check into it.
A few hours later he called back with the information from the 911 dispatch center. The police that were responding to the non-emergency call, he said, had talked about a "fight in progress" at my house and this had led the fire dispatcher to send the ambulance – three minutes before anyone had even arrived at my house.
I wasn't even there yet. So who could have been fighting at my house? Why did the three-man tactical unit in vehicle No. 6744, led by Ofc. Michael Barber, say there was a "fight in progress," while they were still three minutes away from my house – at least in time?
Did the tactical unit have a plan to assault me and use the TASER, which they knew could result in bodily injury or death? Why else would they call for an expensive EMS backup to a simple non-emergency call from a resident wondering about a suspicious vehicle? It costs several hundred dollars for the EMS team to be dispatched.
Their timing was pretty good. The EMS vehicles arrived one second after the plainclothes tactical unit. The ambulances were on the scene at 20:03:57 as can be seen in the transmission log for the fire department found below. Tactical unit No. 6744 arrived at the base of my driveway at 20:03:56.

Helje's memory was correct. Chief Herdegen's answer was a lie. The ambulance and EMS truck were dispatched at 20:01:06, nearly three minutes before the tactical unit even arrived.
There was no "fight in progress" at my house. As a matter of fact, when Ofc. Barber reported that there was a "fight in progress" at 20:01:03 – I was not even home yet!
What Barber was doing was preparing emergency medical backup for the assault and TASERing he was preparing to do to me when he got the chance. This is prima facie evidence of a conspiracy to do bodily harm to a person. This could be a federal offense under Title 18 U.S.C. Sections 241 and 242.
Section 241 of Title 18 is the civil rights conspiracy statute. Section 241 makes it unlawful for two or more persons to agree together to injure, threaten, or intimidate a person in any state, territory or district in the free exercise or enjoyment of any right or privilege secured to him/her by the Constitution or the laws of the Unites States…
Section 242 of Title 18 makes it a crime for a person acting under color of any law to willfully deprive a person of a right or privilege protected by the Constitution or laws of the United States.
For the purpose of Section 242, acts under "color of law" include acts not only done by federal, state, or local officials within the their lawful authority, but also acts done beyond the bounds of that official's lawful authority, if the acts are done while the official is purporting to or pretending to act in the performance of his/her official duties. Persons acting under color of law within the meaning of this statute include police officers, prisons guards and other law enforcement officials…
When Helje confronted these unidentified armed men wearing black body armor on our driveway they didn't even say hello. They didn't introduce themselves, explain their business, or say that they were responding to my 911 call. When she asked them to identify themselves they were perplexed and didn't know how to respond.
I came out of the house after about 30 seconds and asked the men to identify themselves. They refused to tell me anything about who they were or what they wanted. Within about 10-15 seconds Ofc. Barber unsnapped his holster – a clear sign of an imminent assault – on me.
They didn't introduce themselves or ask who I was. They didn't tell me that they were responding to my 911 call. How did they know who I was? I could have been my brother Jay, for example, or somebody else. How did they know that I was the person that they wanted to attack – if they had not been prepared in advance? They certainly knew that I was the person they wanted to assault – that was clear.
I said I needed to get my brother and turned to the house. I had gone about 5 steps when I was tackled, handcuffed, and TASERed. This was not a tactical unit – this was a hit squad.
My conversation with the unidentified armed men in black body armor lasted no more than 15 seconds.
If the police had said there was a "fight in progress" in order to have an ambulance on the scene before I was assaulted and TASERed, why did they not let the paramedics examine me after I had been TASERed?
The deputy chief told me that at 20:04:26, Sgt. Wesley Schulz of the Hoffman Estates Police Dept. had told the EMS paramedics that they were not needed. The went "back in service" but remained on the scene. I had not even come out of the house yet.
I came out to the side of my wife and daughter, asked the unidentified men a few questions, saw that Barber was unholstering his weapon – and I decided to get my brother. Before I could reach the door I was tackled and brutally pinned to the ground, handcuffed and TASERed. The paramedics watched the whole assault from a distance of about 100-120 feet.
Sgt. Schulz was the man in charge at the scene and later at the station. He had denied me medical attention at the scene and continued to deny me both water and medical attention for the duration of my incarceration. Although Schulz came to my cell and told me that the medics would examine me because I had been TASERed, there was no call to the fire department from the police station during the entire time I was held there.
The deputy chief told me that between 20:01 and 01:42 the next day there were no calls from the police department.
This indicates that Schulz knowingly denied me medical attention although I told him that my arm was injured. As a matter of fact, his tactical unit had caused a painful occult fracture in my right elbow, which still hurts now and then. I am still trying to recover my flexibility and strength in my right arm.
